Job Description

Manages the development and implementation of activities at a key customer site (Ohio BCII) to meet organizational goals, and cost objectives. Plans and administers procedures and budgets. Coordinate teams through meetings and progress measurement activity which bring distinct, specific projects to completion both on time and within budget. Develops schedules and manpower requirements for assigned projects. Selects, develops, and evaluates personnel to ensure the efficient operation of the function. Manages the day-to-day operations of the projects and site activities.  Responsible for all site activities and projects.  Project Management skills are a plus.

To provide installation and post installation support of NEC Corporation of America, (MBIS products) at Ohio BCII.  This senior level position is responsible for total system software support.  As such, will not only provide hands on technical assistance to Field System Engineers, but may be called upon to marshal and manage any technical resource required to resolve a problem. Must be capable of diagnosing and correcting difficult and intermittent software problems.  Problems include software and hardware malfunctions arising from design deficiencies, data errors, component failures, and environmental issues. This requires a high degree of diagnostic ability and complete understanding of contemporary operating systems and AFIS applications, to include Windows, UNIX, SQL, Oracle. This person, and position, should be at a level that permits and requires the individual to take control and make necessary decisions to resolve critical situations with minimal impact on the customer and on the company. In the absence of being able to contact the next level of management, the incumbent will be expected to act on self-initiative to make or take the necessary steps or actions. In addition this person will be expected to be in the MBIS 24 x 7 standby rotation.

This position requires the ability to maintain software and hardware utilized locally at a customer site to perform such tasks as reporting and logging, interfacing with other systems, and applications to assist the Field System Engineer.  The Individual must have the ability to write simple to moderately complex shell scripts in order to efficiently process dozens to thousands of files at a time.

This position requires an in depth knowledge of Oracle; Hands on Oracle DBA experience is essential.

Essential Duties and Responsibilities -

50% Manages site activities and projects for the California Department of Justice Automated Fingerprint Identification System.  Create, develop, and/or implement new concepts, systems, tools, and support materials that will enhance processes. Initiate and track the procurement of hardware and software.  Perform physical inventory of hardware, software and materials as required.  Mediate consensus with customer, subcontractors and NEC regarding responsibilities, timelines, deliverables and activities. Manage all phases of projects including planning, integration, deployment, testing, cutover, training and customer acceptance. Interface with customer, supplier and NEC technical support as required. Manage escalations by customer or project resources to resolution. Primary interface to customer through face to face meetings and periodic status reports.  Responsible to plan, coordinate and chair project status meetings. Document project activities and status meetings with NEC, supplier, subcontractor or customer. Prepare and present written change orders for customer signature and process as required. Negotiate and act upon customer punch list for project closeout. Prepare and present final acceptance documents for customer signature. Provide required notice and documentation to establish warranty and maintenance support from NEC, suppliers and subcontractors. Project accounting including validation of direct and indirect labor and all materials charged to project.

10% Defines project parameters and creates activities and procedures to accomplish goals as defined by the project needs.

10% Communicating project parameters and coordinating activities with all team members, departments and with appropriate management to ensure completion. This includes communications with all levels of management and non-management, both internal and customer management teams.

10% Oversight, supervision, and management of the Project daily processes, procedures and supervision of the KnowledgeBase Administrator.

5% Planning and management activities that include short term, mid-term and long range planning for project/ customer needs.

5% Responsible for the monitoring, actualizing project milestones, reconciling, revenue recognition milestones and tasks, ensuring Project completion per the terms and conditions of the project’s contact.

5% Responsible for the overseeing of project costs, including, material, inventories, etc.
